This is the 27th edition of the Bear Hollow Village Homeowner’s Association Newsletter brought to you by your Board of Trustees.   This Newsletter will provide you with an update on things happening in our community and other information.

CLUBHOUSE –   the pool will open for the season on Saturday, May 15th.  The hot tub remains open all year long (weather permitting).   Please be reminded that the Clubhouse is not daily staffed at this time of year until the pool opens. If you have any issue or problem with the Clubhouse you can email Greg our Clubhouse Manager at gwatkins@remax.net or phone him at 435- 655- 5888.  (  YES – the pool is heated !)

 

To eliminate lingering problems with our access card system we have had a new key card operating system installed.  As part of that process we also did a comprehensive review of all issued access cards.  Card numbers that were not linked to a current owner were NOT entered into the new database. We think there may be dozens of cards out there with people who are not owners and shouldn’t be using the facilities - this was a good opportunity to clean up the database and make sure only current owners, guests, or renters are using the pool and Clubhouse. Any Owner or their tenant with an access card that is still not working properly should contact Greg at the above email or phone to have the matter resolved promptly.

 

The Gym equipment has had its semi-annual maintenance checkup by Foothill Fitness. All the equipment is in tip top shape and ready for your summer fitness program.

 

We are also planning to upgrade the Clubhouse cctv security camera system and link it to the access card system in the near future.

BOBSLED BLVD. & OSLO LANE NOW COUNTY ROADS -   

Howie has been in contact with Mr.Brian Bellamy from the Summit County Managers Office and Mr. Derrick Radke, Summit County Engineer, regarding the status of Bobsled Blvd. and Oslo Lane being officially designated as County Roads.  As the result of preliminary discussions he then contacted Michael Brodsky for assistance.  Mike wrote a detailed letter providing a comprehensive overview of the Development Agreement with regards to the actions by Hamlet Homes to perform all necessary steps to have these roads designated as County Roads.  As the result of Mike’s information and further discussions the County agreed that these roads should be County designated roads.  County Resolution # 2010-03 was drafted to allow the County to officially accept these roads. 

 

Summit County is now responsible for the repairs and maintenance of these roads.  This will impact our community in several ways.  For example:

Preliminary discussions on allowing parking in the “bump out” parking areas on these roads is being discussed.

 

The Trustees are reviewing these matters to determine our best courses of action for next winter snow removal and regular maintenance needs for these roads.

 

There is currently a large sinkhole on Bobsled Blvd. near the intersection with Oslo Lane across from the wetlands area.  The County Public Works Department has been contacted to make repairs.  Please be careful driving in that area – cones have been placed around the damaged roadway ( it’s a big hole !).

 

ASSOCIATION FINANCES  -  there are currently 9 owners with their dues accounts in Delinquent status.  The HOA recognizes difficult financial times and the national economy are impacting our owners in differing ways.  However, dues obligations are expected to be addressed in a responsible manner.  When that does not happen, the HOA has no other option than to pursue legal actions against owners as individuals AND their properties, file liens on properties, and take any other actions as deemed necessary on a case by case basis.

 

Despite these delinquencies, the HOA finances are in excellent condition.  As of 4/14/2010 we have the following funds in our bank accounts:

 

Checking Account (operating capital)    -           $15,662.05

 

Money Market Reserve Account          -        $133,618.60

Certificate of Deposit Reserve Account -      $  20,098.89

BTJD Escrow Account                         -      $     2,220.00

 

TOTAL    $171,599.54

The Utah Legislature is currently considering a bill that will require Homeowner Associations to establish separate reserve fund accounts equal to at least 20% of their total annual budgets.  Our Association has already surpassed that requirement.  The Trustees are monitoring this and any other legislation that might impact our community.

 

All our bills are current and paid on time.

 

THANK YOU to all owners who are paying their dues on time.

 

IRRIGATION SYSTEM TURN ON NOTICE  -  as we prepare for Spring and Summer seasons we need owner’s cooperation to turn on irrigation system sprinkler valves located inside their units.  This applies primarily to single family home owners and just a few townhouse units that have master irrigation control valves located inside their units.  All owners with an irrigation control valve have been mailed a separate Notice to please turn the valve ON by May 10, 2010.

 

UNSIGHTLINESS / REPAIRS TO YOUR PRIVATE PROPERTY AREAS -  the HOA will perform all required maintenance to our community common areas to ensure they present a clean and pleasant first class appearance.  Your Trustees request that all owners do the same for the exteriors of their private property residences.  There are many decks and step areas that are bordering on “unsightliness” appearance and need cleaning and refinishing to protect them from further weather related problems.  Owners are requested to please inspect their properties and perform exterior maintenance as needed.

 

This is also the time to consider heat tape / heat plates for the exterior roof edges and gutters / downspouts on units to prevent ice buildup and damages.  Several properties had their decks and railings destroyed from snow / ice buildups on roof areas sliding off and taking out their decks / railings.  Consider what would have happened if someone

(owners, their guests, renters) was standing on those decks when this happened.  Please do not take an “out of sight- out of mind” approach to your property, regular maintenance

and adequate precautions now will go a long way to prevent future damages and / or unfortunate incidents no one wants to deal with.

 

The HOA will be sending “Unsightliness” violation Notices to some owners who are obviously neglecting their properties, requiring them to perform maintenance or face fines and other penalties as per the CCR’s.
